The application is always made in the name of the cardholder, never in the name of the companion alone.

- Companion’s vehicle: registration certificate in the name of the companion, proof of the family relationship (family record book, PACS certificate), and proof of residence in Île-de-France for the companion.
A common mistake is to send a registration certificate with an address that does not match the proof of residence. This discrepancy leads to a systematic rejection of the file.
Automatic ANTS Verification and Simplification of Residence
A secure data exchange between the City of Paris and the National Agency for Secure Titles (ANTS) now allows for automatic verification of the holder’s address during processing. In case of recent change of residence in Île-de-France, this cross-checking reduces requests for additional paper proof.
This interconnection does not exempt the submission of proof of residence during the initial application. It serves as a complement, mainly for files where the address on the registration certificate has been recently updated via ANTS but where the attached proof of residence is older.

For users who frequently use short-term rentals, this constraint requires planning several business days in advance of each rental. The processing time, which varies depending on the service load, can render the registration ineffective if the file is submitted on the day of vehicle pickup.
Disputing FPS and Proof of Handi’Stat Registration
In the event of an FPS received despite active registration, the dispute goes through the portal of the National Agency for Automated Offense Processing (ANTAI). The holder must attach proof of their valid Handi’Stat registration as of the date of the disputed parking.
The acknowledgment of receipt of the registration is the central document for the dispute. Without this document, demonstrating that the plate was indeed registered at the time of the LAPI check becomes difficult. We recommend systematically keeping the email or letter of confirmation received upon validation of the file.
FPS issued during the processing period (between the submission of the file and its validation) pose a recurring problem. The City of Paris does not retroactively adjust the registration to the date of submission. During this period, the visibly affixed CMI-S remains the only recourse in case of manual control, but it does not protect against LAPI.
For CMI-S holders residing in Île-de-France, Handi’Stat registration is no longer a secondary administrative formality.
